Internet celebrity Cai A-ga was attacked while riding a motorcycle with his wife through the Beitou area on March 3,2020. Raising great concern in the society, the victim, a famous Youtuber on the Internet whose autonym is Cai O-Jia,  was attacked by a blunt weapon in broad daylight and his wife ,who was pregnant for more than 35 weeks, was also wounded. The chief prosecutor of Taiwan Shihlin District Prosecutors Office had appointed prosecutor Liu Dong-yun and  Beitou Branch of the Taipei City Government Police Department to establish a task force immediately after the incident. The claims of the detention of the three accused had been permitted by the court successively after four months of investigation and the investigation was completed today (July 21,2020).The prosecutor has brought a law suit against 40-year-old man,Yang O-Sheng,and 20-year-old man ,Wu O-Yu, who instigated the 20-year-old man, Chen O-Feng,to injure Cai A-ga,in accordance with Article 29 of the Criminal Law and Article 277,Section 1 of the Criminal Law for the charges of instigating injury and offenses of causing injury respectively.

Through the investigation by the prosecutor and the police, because of the reason that Yang O-Sheng was dissatisfied with Cai A-ga’s remarks on the Internet, he had offered a price of NT$300,000 to Wu O-Yu at the end of February ,2020,and asked Wu O-Yu to find someone to beat Cai A-ga to give him a piece of his mind. Therefore, Wu O-Yu went to the "Kato Exhaust Pipe Shop" in Linkou District, New Taipei City in the early morning on March 2 of the same year to inform Chen O-Feng of the matter and forwarded the address of Cai A-ga's residence and plate number of locomotive provided by Yang O-Sheng in order to instigate Chen O-Feng to beat Cai A-ga.

In the early morning of the same day, Chen O-Feng asked his boss Dong O-Wei (who has not been prosecuted for not knowing the crime)to take him to Beitou District of Taipei City to survey the terrain and wait for Cai A-ga to appear. At about 4:30 pm on the following day, March 3,2020,Chen O-Feng held a hammer with his right hand toward Cai A-ga and knocked on Cai A-ga’s right knee two times when he saw Cai A-ga riding a locomotive with his wife passing by Zhiyuan 1st Road and Mingde Road 38 stopping by the red light. In the process , Chen O-Feng took advantage of the opportunity to strick the abdomen of Cai A-ga 's wife ,Li, contributing to the locomotive overturned and hit the abdomen of Cai A-ga 's wife,causing abrasions and bruises on Cai A-ga's right knee and right wrist, and 35th week of pregnancy +2 combined with early uterine contraction injuries of Cai A-ga 's wife respectively. After the incident, the case were uncovered after Chen O-Feng, Wu O-Yu and Yang O-Sheng being caught by the task force in succession.

Taiwan Shihlin District Prosecutors Office hereby appeal that we are a society ruled by law and illegal punishment which is violent are not allowed. Prosecutors will prosecute such atrocities of instigating injuries rapidly and strictly with no mercy.
